Enterprise/ National Rental Car Contract Questions

Contract Information & Definitions

1. What are the FSU contract numbers?

3. Does this contract include Roadside Assistance?

Yes. The rental contract includes complimentary 24 hour road side assistance, including key replacement, flat tire, towing, lockout service and fuel delivery. This benefit is available for business and leisure use.

4. What is an Emerald Club membership?

Emerald Club is the loyalty program providing members with exclusive benefits and privileges to make renting faster and easier. Membership is recognized at both National and Enterprise locations.

Members may receive such benefits as:

  • Expedited Service.
  • Counter By-Pass (at participating National airport locations).
  • E-receipts for faster rental returns.

Making your Reservation

5. How do I make a reservation?

When using a:

  • Personal credit card or your own Travel Card, visit State of Florida - Partner Rental Car.
  • Enterprise/National Billing Number: Refer to the personalized instructions received with Billing Number notification (see Question #6).

6. How do I make a reservation for another traveler and have it billed to my Travel Card?

You will need an Enterprise/National issued Billing Number. Billing Numbers are issued to allow Travel Card Holders to reserve and pay rentals for other individuals (i.e. visitors, co-workers, and staff). 

You can request the Billing Number by completing the Electronic Billing Application, which can be requested by emailing StateofFloridaBRSE@ehi.com.

Once you receive your Billing Number, you will be sent a step-by-step booking guide for using your Billing Number with future reservations.

A Billing Number is not needed for rentals reserved and paid by the individual traveler for themselves. 

Do not disclose Billing Numbers to others as it is tied to your Travel Card.

7. How should the driver’s name be entered on the reservation?

Use the driver’s legal name as shown on their valid driver’s license.

8. Do I select the optional insurance coverages offered by Enterprise and National? 

If you are renting for business use in the US, do not accept any of the optional insurance coverages at time of enrollment in Emerald Club, or at time the vehicle is picked up and contract is signed. 

These coverages are included in the state contracted business rate and are automatically included on all business rentals.

If you are renting for leisure use, these coverages are NOT included, but can be added to your reservation at your cost.

9. How do I edit or cancel an existing reservation? 

Go to State of Florida - Partner Rental Car and select the link for existing reservations. View and edit using your reservation number.

Or contact the branch directly (in advance) to cancel a reservation by name or contact Enterprise/National’s state-dedicated customer service number: (877) 690-0064.

10. How do l book trips for a combination of business and leisure travel time? 

Proceed with booking a business reservation. At time of pickup, tell counter attendant which days of rental are for leisure use.

The attendant will ensure appropriate taxes are assessed for leisure days. Insurance is not included for leisure rentals.

11. Can I rent with my personal credit card? 

Yes, but State of Florida sales tax will be charged on in-state rentals.

12. Can I rent with personal bank-issued debit card? 

Although possible, there are severe limitations and it is not encouraged.

13. Can we use additional discounts? 

No. Additional discounts (like AARP, AAA, etc.) will not be accepted in conjunction with the state rate and will void the contract and provided insurance.

14. How do I forward a reservation confirmation to someone else? 

The final booking step online as seen below will allow you to send another person a copy of the confirmation:

15. How do I obtain a receipt copy? 

Travelers are provided rental receipts with each return, either in person or to email address on file.

If receipt is lost, contact 1-800-468-3334 or email StateofFloridaBRSE@ehi.com. Traveler name and Rental Agreement number will need to be provided.

16. How will rentals be billed to my Travel Card? 

Travel Card charges will download into MyWallet as usual.

Charges associated with an Enterprise/National Billing Number will be sent via electronic e-statement every 14 days to the email associated with the Billing Number. 

The e-statement will itemize every transaction made during the billing cycle and should reflect charges downloaded into MyWallet.

 

Emerald Club Questions

17.  What if I already have an Emerald Club membership?

Email Enterprise/National at StateofFloridaBRSE@ehi.com to associate your Emerald Club membership with the state contract.

18. What is the “Emerald Club Source Code” I see when attempting to set up my Emerald Club Membership?

It is an internal Enterprise number. Please just disregard.

19. What if my name appears differently on my driver’s license versus my credit card (i.e. maiden name)?

A warning screen will appear when signing up for the Emerald Club.  However, the system will allow you to continue enrollment.

20.  Are there age restrictions on vehicle rentals? 

For business use:

  • 18-20 year olds may rent up to a full size car.
  • 21-24 year olds may rent up to a full size car as well as minivans, standard size SUVs, small pickup trucks, and 12/15 passenger vans.

For leisure use:

  • 18-20 year olds may NOT rent a car.
  • 21-24 year olds may rent up to a full size car as well as minivans, standard size SUVs and small pickup trucks. 12/15 passenger vans are NOT allowed.
 

Eligible Drivers

21. Can international drivers rent in the US?

Enterprise/National accepts any national or international driver’s license.

International drivers must present their passport or visa and either a temporary US state issued license, or a valid national or international license at the time of pickup.

International drivers are required to have rental arranged with an assigned Billing Number or Travel Card.

22. Are additional drivers allowed?

Yes.  There will be no charge for additional drivers, provided they are also state employees on business or are members of the same household as the primary renter.

Standard age qualifications apply for vehicle classes. 

See Question 20 for details. Additional drivers do not have to be present to be added on the contract.

 

Pick Up and Return of Vehicles

23. Who must be present to pick up the rental?

At the time of pick up, the primary renter must be present at branch in order to depart with the car.

The primary renter is considered the person whose name appears on the reservation and who will sign the rental agreement.

24. Is there a grace period for the reservation time versus the actual pickup time?   

Yes, a 3-hour grace period is provided for picking up a rental.  

For example: If the reservation was made for 8AM, traveler may pick up as late as 11AM.

Please notify branch with any delays or changes.

25. What do I need when picking up my car?  

Provided the reservation was made with the billing information on file, renters will only need their valid driver’s license.

26. Can I park my personal car at the rental location?

Airport locations: Parking is available per airport terms. Charges may apply.

Non-Airport locations: Parking is available on case-by-case basis with pre-approval by rental location. Use of the free pick-up service is encouraged for these locations (see Question 27 for details).

27. Does the FSU contract with Enterprise include their advertised pick-up service?

Yes, included with the contract is the complimentary “We pick you up” service (within 10-mile radius with 24-hour advanced notice).

28. What kind of car will I get versus what I reserved?

Compact Class should be reserved unless a larger size is justified. You will receive the car class reserved.

If renter wishes to upgrade to a larger car, they will be responsible for paying separately for upgrade at counter.  

Unjustified upgrades are not allowed on Travel Card.

29. Can someone else return my rental car?

Yes. Business or personal associates may return the vehicle on behalf of the primary renter

30. Is there a way to return the vehicle after hours?

Yes, Enterprise locations in Tallahassee have drop boxes near the front door. Park vehicle on lot and deposit keys in secure box provided. 

Enterprise will inspect and close out contract the following morning.  Renter will be contacted if there are any issues.

31. In what condition does the vehicle need to be returned?

Routine dirt and minor trash is to be expected.

Detailing fees will be assessed if the vehicle is returned at an unreasonable level of cleanliness (e.g. smoke, stains, or excessive pet hair).

Detailing fees are to be paid by traveler and are not reimbursable by FSU.

32. Should I refill the gas tank?

Travelers need to check fuel levels upon departure. National locations provide a full tank. Enterprise provides a minimum half tank of fuel at all Florida locations and  ¼  tank at non-Florida locations.

Upon return, travelers can refill tank to level provided at pickup or have Enterprise/National refuel.  There will be no refueling fee and fuel charge will be based on average midgrade fuel price.

Fuel will be an additional charge and reimbursable by FSU.

 

Florida Sales Tax, Tolls, and Miscellaneous Fees

33. Are these rentals tax exempt?

Florida Sales Tax will show on your reservation during booking and will be removed at the counter by rental agent if the following applies:

  • Rental originates in the State of Florida

and

  • Rental is for business use and paid with an FSU Travel Card or assigned Billing Number.

Taxes will be charged if paid by personal credit card or if rental is made out-of-state.

34. What additional fees and services might I see on my reservation?

 

  • Carbon Offset fee - not reimbursable by FSU, do not select.
  • Florida Surcharge (Sc Rec Fee) - reimbursable and will remain on receipt.
  • VLF Fee - included in daily rental rate even though it is listed as a separate line item on the receipt.  This is not an additional charge.
  • Other fees, local taxes, etc. will remain on receipt and will be reimbursed as allowable.

35. How are tolls assessed?

If traveler has a SunPass transponder, the SunPass will work in any vehicle and traveler will not need to add SunPass to rental vehicle.

If traveler does not have a SunPass, Enterprise uses a plate pass recognition system.  When driving through designated toll lanes renters are automatically enrolled in the TollPass service.

A third party, the Highway Toll Administration (HTA), will charge your credit/debit card for all tolls plus a TollPass Convenience Charge (TCC) of $3.95 for every rental day you generate a toll using the TollPass service. The TCC will not exceed $19.75 for the entire rental period.

Miscellaneous

36. Does Enterprise/National offer 12 and 15 passenger vans?

Yes. These vehicles may only be reserved via email at: StateofFloridaBRSE@ehi.com or by calling the local branch directly, as they are not available on the website.

Renters 21+ may only rent 12/15 passenger vans for University business.  

Please provide 72-hour advance notice and note that 12/15 passenger vans may only be booked at the city locations and are not normally available at airport locations.

37. Are one-way rentals allowed on this contract?

Yes.  Enterprise and National will not charge a drop fee for one-way rentals within the State of Florida and within 700 miles out-of-state.

Mileage will be assessed on any one-way rentals out-of-state that exceed 700 miles. 

A mileage fee of $0.20 will be assessed for each mile beyond the initial 700.
